Legalisation of university degree certificates

International student enrolment refers to overseas students who come to Spain to undertake university-level studies.

Legalisation is not required for documents issued in European Union (EU) Member States or countries participating in the European Higher Education Area (EHEA) agreement: Germany, Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Greece, Hungary, Ireland, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, the Netherlands, Poland, Portugal, the United Kingdom, the Czech Republic, Romania, the Holy See, Serbia, Sweden and Switzerland

They must be duly legalised in accordance with the following conditions:

  • Documents issued in countries that are signatories to the Hague Convention of 5 October 1961, including the accession of China on 7 November 2023: A single legalisation or “apostille” issued by the competent authorities of the country is sufficient.

  • Documents issued in countries that have signed the Andrés Bello Convention: The countries that have signed the Andrés Bello Convention are: Bolivia, Chile, Colombia, Cuba, Ecuador, Spain, Mexico, Panama, Paraguay, Peru, the Dominican Republic and Venezuela.

They must be legalised through diplomatic channels and submitted to:

  • The Ministry of Education of the country of origin for academic degrees and study certificates, and the relevant ministry for birth and nationality certificates.
  • The Ministry of Foreign Affairs of the country where the documents were issued.
  • The Spanish diplomatic or consular representation in that country.

Documents issued in the remaining countries:

  • The Ministry of Education of the country of origin for academic degrees and study certificates, and the relevant ministry for birth and nationality certificates.
  • The Ministry of Foreign Affairs of the country where the documents were issued.
  • The Spanish diplomatic or consular representation in that country.

Documents issued by diplomatic or consular authorities of other countries in Spain must be legalised at the Spanish Ministry of Foreign Affairs (Legalisation Section, C/. Ruiz de Alarcón, 5, 28014 Madrid. Telephone numbers: 91 379 1610 / 91 379 1700).
